Hamas individuals charged in this indictment are:

  • Yahya Sinwar, the chief leader of Hamas, who has been a central figure in shaping the group’s strategic direction and operational decisions. Sinwar, known for his militant stance and leadership, has been instrumental in orchestrating Hamas’s military and political activities.
  • Ismail Haniyeh, the former political leader of Hamas, who was assassinated in Tehran in July. Before his death, Haniyeh was a key strategist and public face of Hamas, playing a crucial role in its political and ideological positioning.
  • Mohammad al-Masri, also known as Mohammad Deif, who was the commander-in-chief of Hamas’s military wing, the Qassam Brigades. Deif, a prominent military leader, was reportedly killed in an Israeli airstrike in June. His role in directing military operations and strategies made him a significant target for Israeli forces.
  • Marwan Issa, a deputy commander of the Qassam Brigades, who was reportedly killed in an Israeli airstrike in March. Issa was an important figure in Hamas’s military hierarchy, involved in coordinating various military strategies and operations.
  • Khaled Meshaal, who oversees Hamas’s diaspora office and manages the group’s activities outside of Gaza and the West Bank. Based in Qatar, Meshaal has been a key player in maintaining and expanding Hamas’s international relations and support networks.
  • Ali Baraka, responsible for Hamas’s national relations abroad. Baraka’s role involved managing the group’s external relations and securing international support and resources.
